Overview
Kèr Bàíhhi̊si was founded durring the late 16th century in spring of the year 1479, by Cō̄kī Mēsh 'Space Foxy' Ca̋nvé̄y Vúō̄s Vúń̄ Tudor. The establishment of Kèr Bàíhhi̊si was somewhat plagued by a lack of willing colonists, leading to Cō̄kī Mēsh 'Space Foxy' Ca̋nvé̄y Vúō̄s Vúń̄ Tudor electing to pay people to resettle in Kèr Bàíhhi̊si.
Kèr Bàíhhi̊si was built using the conventions of Tauric durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Kèr Bàíhhi̊si is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Kèr Bàíhhi̊si is buildings are arranged arround a network of restrictive cobblestone streets which form a diamond shaped grid, where each diamond verries in size given the proximity of the paralell streets forming each section. The ocasional smaller diamond has been used to construct a park, plaza, and other communal structures. The town posesses a mighty albit amaturly crafted stone wall. It was built using querried stone blocks and posesses all of the standard defencive features, including a few watch towers. While it would last against a siege, the wall's outdated and simplistic construction method percludes the possability of Kèr Bàíhhi̊si weathering a full scale bombardment durring a siege. Kèr Bàíhhi̊si's budget focused millitary grade defenses has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.
Kèr Bàíhhi̊si has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Kèr Bàíhhi̊si’s streets. Yet, deep down, you know this atmosphere is a carefully created illusion. You can see the ocasional seam in their tapestry. You’re not sure what has them doing their best to act so carefree, but act carefree they do.
Civic Infrastructure
Kèr Bàíhhi̊si has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Bàíhhi̊si. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Bàíhhi̊si's parks.
Kèr Bàíhhi̊si has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Bàíhhi̊si.

Kèr Bàíhhi̊si possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kèr Bàíhhi̊si's grid is powered by hydrogalvanic generators.
Kèr Bàíhhi̊si's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Kèr Bàíhhi̊si has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Bàíhhi̊si's natural decorations nor waterways.
Kèr Bàíhhi̊si has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Kèr Bàíhhi̊si has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
The locals are in a state of despair and dull apathy. They've lost the things that used to give them pride and hope, with the best among them carrying on out of habitual duty and the worst giving ready hands to shameful deeds and ignoble acts. No one really believes the future can be better, and most seek only to satisfy immediate appetites.
Kèr Bàíhhi̊si's garrison was built using a different architectural style from the rest of the town. The style used embraces individualism and experimentation. It emerged as a movement against traditional, classical styles and sought to make buildings dynamic and fun while breaking the rules. The style incorporated elements of previous architectural styles in exaggerated and whimsical ways. Traditional, conservative leanings were void in this era, with most scholars of architecture agreeing it was a time of “anything goes.”.
Due to the actions of local Kami, spring is skipped in Kèr Bàíhhi̊si.
The Clawbat near Kèr Bàíhhi̊si are known to be quite timid.
Kèr Bàíhhi̊si's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves gestures to channel Chronomancy energies of tier 1 via oath swearing.
